Gobbles up: eating fast, using resources, taking over, accepting eagerly. Too colourful?
LOL. I've never known of a government agency/department when combined with another accepting the change eagerly. I suspect there is about to be a heck of a culture shock for the incoming agency. Thanks for the article.
