The Prime Minister pledged to double defence spending by 2030. But in Ottawa, a podium speech does not authorize cash. We need to watch the "Main Estimates" documents tabled in the House of Commons this March. These papers list exactly every dollar that departments are legally allowed to spend. If the Treasury Board does not approve the funds in those columns, the military cannot buy the equipment.
